How does Japan avoid medical collapse while achieving relatively lower number of infection from COVID-19?

An electronic version of the New York Times sent an article on 26th about Chinese/ Wuhan Coronavirus or COVID-19 in Japan.

The article said, “Japan avoids a terrible situations without putting a strict restriction on outings that happen in Italy and New York. Epidemiologists of the world are puzzled because they are unable to find the reason. Intentionally Japan restricts PCR inspection so as to avoid medical collapse. An expert of Columbia University raised an alarm that the Japanese way is sort of a gamble and things might be getting worse below the surface until it turns out to be too late to handle.”

In the face of current severe situation with COVID-19, PCR inspection in Japan is mostly applied to people who have symptoms and contacts with infected patients and/or patients of pneumonia, etc. For an identification of the patients, CT is utilized, because Japan is the CT superpower in the world.

An example of the usefulness of CT is as follows.

In a case of a man in his sixties, PCR inspection said first negative, but CT inspection showed some findings. Then the re-inspection of PCR identified positive and he was brought in a hospital.

According to OECD statistics, the number of CT per one million population is 111.49 units in Japan. The Japanese CT units per capita is number one in the world. CT is daily and widely used for cancer, symptoms of a life-threatening emergency, and patients of pneumonia disease state.

However, this weekend, the Tokyo Metropolitan area is getting into a new stage. The Governor of Tokyo has announced more stringent measures in order not to have overshooting infection phenomena. Nobody knows what happens next.
